As temperatures rise and the risk of extreme summer weather increases, Main Street Project is proud to stand alongside the City of Winnipeg, End Homelessness Winnipeg, community partners, and the Emergency Weather Response Committee in launching the 2025 Extreme Summer Weather Community Response Plan. This coordinated, city-wide approach is designed to protect the health and safety of all Winnipeggers—especially those who are most vulnerable.
Extreme heat events can pose serious health risks, particularly for individuals experiencing homelessness, chronic health conditions, or limited access to shelter and clean water. That’s why this plan brings together a network of outreach teams, emergency services, drop-in spaces, and hydration stations to ensure essential support is accessible throughout the summer months.
The response plan includes:

Outreach services to check on people living outdoors and distribute water, sunscreen, and other supplies

Hydration stations across the city where people can refill water bottles and find brief from the heat

Designated cooling spaces and drop-in sites including city facilities such as leisure centres and libraries during regular operating hours

Emergency protocols for severe heat events to help coordinate resources and communicate effectively
